Statement of Work - The successful independent International Expert on Harm Reduction (HR) will be required to conduct a comprehensive assessment of existing harm reduction services in Azerbaijan rendered through the HR projects to the following most-at-risk populations (MARPs): IDUs, MSM, CSWs, prisoners, street children), based on the existing international standards and guidelines as well as national regulations with a view to receive recommendations on their improvement.
