Caution Letter

The purpose of this letter is to notify international donors and institutions that the head of the "Saniya," humanitarian organization Elchin Sardarov has violated the terms of his agreement with the Open Society Institute - Assistance Foundation (OSI-AF). "Saniya" and Mr. Sardarov personally was the paying agent for the Investigative Journalists Network project and misused this position for his own financial gain. He blatantly violated the terms of his signed, bilateral agreement with OSI-AF by misappropriating 8750 USD and refusing to respond to inquiries about where the money had gone.

Given this knowledge, OSI-AF recommends that international institutions and donor organizations refrain from cooperation with Mr. Sardarov.
