TERMS OF REFERENCE
Statement of Work - The successful independent International Expert on Harm Reduction (HR) will be required to conduct a comprehensive assessment of existing harm reduction services in Azerbaijan rendered through the HR projects to the following most-at-risk populations (MARPs): IDUs, MSM, CSWs, prisoners, street children), based on the existing international standards and guidelines as well as national regulations with a view to receive recommendations on their improvement. The documented strengths will be used for advocacy for expanding and improving harm reduction services at local level; revealed weaknesses will form a basis for recommendations to improve existing harm reduction services in order to protect MARPs from becoming infected with HIV, Hepatitis B and C.
Period of Contract: 10 working days
Description of work: International Expert on Harm Reduction to assess comprehensiveness and quality of harm reduction services in Azerbaijan. On the basis of the work done, Expert should provide report reflecting all strength and weak sides with a view to receive recommendations on their improvement.
Objectives: The successful candidate will be expected to assess A: following services and B: environment to provide those services and to provide answers to the following questions:
1) Are implementers doing the right things? 2) Are things being done right? 3) How can the right things be done right?
A: • Mapping of existing AIDS-services NGOs, providing harm reduction services (including communities, rehabilitation centers and HR network that provides advocacy and services to provide so-called political promotion for Harm Reduction, synergies among implementers; • Organization of outreach activities, their scale, coverage and alignment with international standards, expertise of staff involved in outreach work; • Existing practices to engage and retain MARPs in programs • Needle exchange service, harm reduction counseling; • Harm reduction activities directed to prevention of sexual way of HIV transmission; • Access to HIV counseling and testing; • Access to antiretroviral therapy • Access to opiate substitution therapy (including both HIV-infected and non-infected IDUs); • Overdose prevention and management; • Access to treatment of opportunistic infections; • Referral and access to TB testing, psychological support, legal support and STI treatment; • Availability of printing materials; • Availability of syringes and additional sterile materials; • Assess clients’ satisfaction by collecting feedbacks from beneficiaries thus allowing an analysis of quality of services provided.
B: • Analysis of background (history) of harm reduction in Azerbaijan; • Analysis of legal environment to provide comprehensive Harm Reduction services (including utilization) and recommendations for improvement; • Analysis of existing practice reflected in documents (printed) – modules, guidelines, TORs) and recommendations for improvement • Analyses of existing practice on M&E of HR projects and recommendations for improvement; • Analysis of existing practice on data gathering and place of data from HR project in the whole national data base system and recommendations for improvement; • Analysis of existing practice on data flow from NGOs to donor organization and recommendations for improvement; • Analysis of existing situation with integration of HR in professional training and education system and recommendations for improvement. The assessment should include:
• Desk review of relevant documentation, official reports, statistical data, websites etc.; • Agreement on study documentation and research methodology with partners (including local UNAIDS office) including sampling method, report format and structure (preferably, using triangulation method for analytical research); • Site visits to NGOs implementing HR activities (Baku and regions); • Key informant interviews with representatives of Government and NGOs, PLHIV and MARPs representatives; • Focus group discussions with HR implementers’ staff and beneficiaries in both urban and rural areas; • Preparation of a report reflecting strengths and weaknesses as well as findings and recommendations for improvement, including indicators to assess quality of harm reduction services. Discussions of the draft report among partners. • Providing with tool for conducting client satisfaction assessment
OSI-AF responsibility:
OSI-AF staff will ensure providing Expert with all existing documents and information related to HR activities in country. OSI-AF together with MoH/PIU will arrange meetings with HR program implementers and beneficiaries.
Deliverables:
Desk review – 2 days Draft report including field work – 6 days Final report. Report should be submitted electronically in both formats (PDF and Word). Submission of hard copy of report - if applicable – 2 days Number of days determined for each task could be reconsidered by an Expert, on the assumption of not changing the total number of working days (10 days).
Qualification and experience requirements
• Advance University degree in Public Health, Medicine, social sciences or other related field; • At least 5 years of progressive experience in HR and HIV/AIDS related filed; • Experience in conducting similar researches in area of Harm Reduction for HIV prevention ; • Strong analytical and excellent writing skills; • Ability to meet deadlines and prioritize multiple tasks; • Strong research management skills and ability to work in a team; • Ability to travel to the sites; Dead line and contacts for submission of CVs
